Turkey's parliament accepts first three articles of Red Crescent bill

Turkey's parliament accepted the first three articles of a bill on the Turkish Red Crescent.

The proposed law sets out the organisation's duties, powers, rights and exemptions under international agreements.

It describes the Red Crescent as a humanitarian organisation working in Turkey and abroad, without discrimination, to help people in need and respond to disasters, emergencies and war.

The bill would give it exclusive authority to receive and use aid from international Red Cross and Red Crescent bodies sent to Turkey.

It also sets out roles in visiting places where prisoners of war and civilians are held, helping families stay in contact, tracing missing people and delivering aid.

The Red Crescent could access personal data needed for these tasks under agreements with public bodies and privacy law, and use its name and emblem would be restricted.

Parliament is due to resume consideration on October 20 after the session was adjourned.
