Russia offers African nations energy planning and hydrocarbon hubs

At the Russia-Africa Economic and Humanitarian Forum, Russia offered African nations cooperation on energy planning and infrastructure.

Energy Minister Sergey Tsivilyov said the proposals respond to Africa’s energy needs and growing population.

One proposal is to develop master plans that forecast electricity demand and balance supply from local and transit-based sources.

The plans would help countries match electricity supply to demand.

Russia also proposed creating hydrocarbon hubs, with logistics infrastructure to move imported fuels to consumers.

The proposal also includes supporting extraction of Africa’s own hydrocarbon resources.

Tsivilyov described these as areas for collaboration, but no specific projects or next steps were announced.
