Mexico’s IMSS spent 95.6% less than planned on equipment and other assets
Mexico’s IMSS spent far less than planned on assets and equipment during the first half of 2026.
The agency had budgeted 4.5 billion pesos for items including medical equipment, but spent 202 million pesos, about 95.6% less.
The IMSS said 99% of that spending went to multi-year projects begun in 2025 to buy CT scanners, mammography machines and MRI equipment.
It attributed the shortfall in its wider physical investment budget to rescheduling equipment programs for later periods.
Overall, it spent 4.9 billion pesos on physical investment, compared with 8.1 billion pesos planned.
The underspending comes as unionized IMSS workers have protested austerity policies and reported being rationed cleaning supplies and laboratory materials.
The financial statement says some funds were moved to later stages, but does not say how many medical machines were affected.
Mexico’s IMSS spent 202 million pesos of the 4.5 billion pesos budgeted for movable, immovable and intangible assets in the first half of 2026.
The amount spent was 95.6% below the budgeted figure, according to the institute’s second-quarter financial report.
The IMSS said the shortfall in physical investment was partly due to rescheduling multi-year programs to buy electromechanical equipment.
The report said 99% of payments in the assets category went to projects that began in 2025, including purchases of CT scanners, mammography machines and MRI equipment.
IMSS workers were protesting over the effects of austerity policies on medical care, and said products needed to protect patients’ health were being rationed.

What people are saying
At the close of June, a variance of 3,057 million pesos was recorded, equivalent to -38.1 percent compared with the approved budget. This variation is explained by the underspending in the chapter on Movable, Immovable and Intangible Assets (BMI), resulting from the rescheduling of various multi-year programs for the acquisition of electromechanical equipment.
Of the amount recorded as paid by June, 99 percent corresponds to the execution of multi-year projects originating in fiscal year 2025 for the acquisition of CT scanners, mammography machines and MRI equipment, while the remaining 1.0 percent corresponds to the payment of liabilities.
