More than 10,000 applications rejected in South Korea rural income trial
South Korea’s rural basic income pilot rejected 10,224 applications across 10 counties by the end of August.
The scheme was introduced to help address the decline of rural areas.
Checks found that many applicants did not meet the residence rules or had moved their registered address before payments began.
The largest category was people who moved out of the area, followed by applicants who did not live there for at least three days a week.
Cheongyang County had the most cases flagged for failing the actual-residence rule, while Yeoncheon had the most ineligible applications overall.
After-payment checks also found 33 improper payments worth 5.1 million won, which were recovered.
A lawmaker said the pilot had increased registered population and local currency businesses, and called for ongoing checks using health insurance and public utility data.
More than 10,000 applications for South Korea’s rural basic income trial were ruled ineligible by the end of August.
The 10,224 cases were identified through on-site checks and reviews by local committees in 10 counties.
The most common reason was moving out of the area before payments, accounting for 4,098 cases.
A further 2,448 cases failed the residency requirement of living in the area at least three days a week.
Authorities later found 33 improper payments and recovered 5.1 million won.

What people are saying
The pilot project has shown clear results, with the registered population increasing by 5% and local currency merchants increasing by 15.4% in just seven months.
We need to establish a continuous cross-checking system linking health insurance and public utility data so that some ineligible attempts do not undermine the original purpose of the system.
