Turkey changes rules for electricity market users and generators

Turkey’s energy regulator changed five electricity market rules covering deposits, energy storage, grid connections and payments for support services.

The changes affect electricity users, storage operators and some unlicensed power generators.

Users who have paid their system-use bills in full for two years and have not defaulted on deposits will face a limit on the deposit calculation; excess amounts are due to be returned within a month of the rules taking effect.

Some excess deposits must be returned within 10 working days if a user requests repayment.

Consumers installing storage capacity above their agreed connection power must add automatic controls and a system that cuts energy flows that exceed the agreement.

Grid operators can remotely control some unlicensed generators during emergency instructions, and owners must restart their facilities after the emergency ends.

Some generators must seek revised connection agreements within 60 days, while certain penalties will not apply until 30 April 2027.
