Central Sulawesi governor says civil service promotions must be merit-based
Central Sulawesi Governor Anwar Hafid said civil service promotions must be based on merit.
He made the remarks in Palu while leading an oath ceremony for 442 civil servants.
Merit-based promotion means considering workers’ competence, performance and achievements rather than personal or family connections.
Hafid said he rejects the buying and selling of positions and warned staff not to trust people who offer promotions in exchange for money.
The provincial government had about 22,126 civil servants in early 2026, including permanent and contract staff.
He said public employees should serve the community with professionalism and integrity, rather than act as rulers.
Hafid also said loyalty does not mean obeying unlawful orders, and urged staff to put their organisation and the public first.

What people are saying
Civil service careers must be based on meritocracy, meaning placement and promotion based on competence, capacity, performance and achievement. Not because of personal closeness, family relationships or other factors.
A great civil servant is one who advances because of meritocracy, ability and excellence at work, not because of closeness or family relationships.
If told to do something wrong, that is not loyalty, but putting oneself in danger.
