Brazil Senate Delays Public Security Bill Vote Over Youth Sentencing Dispute

Brazil’s Senate delayed a vote on a public security proposal after lawmakers failed to agree on changes to it.

Senate President Davi Alcolumbre took it off the agenda on Thursday, saying senators needed more time to reach an understanding.

The dispute centers on lowering the age of criminal responsibility, not the proposal’s main text.

Senator Camilo Santana proposed lowering the age from 18 to 16 for serious crimes, while an opposition amendment would set it at 14 for heinous crimes and 16 for other crimes.

The proposed changes divided President Lula’s allies, with some government supporters opposing the change and others backing it.

Any approved amendment would send the proposal back to the lower house, delaying its passage; the government had wanted to approve the text largely unchanged.

There is no new timetable for a vote, and the debate is expected to resume after the election period.

Davi AlcolumbreSenate president
I will withdraw the public security proposal from the agenda. We will wait for the senators’ understandings about the text because now I am being blamed for amendments that were presented, for changing the text and sending it back to the Chamber, and for not making a hasty decision.

The matter was not put to a vote because of a lack of consensus and because of the “acrobatics” carried out during negotiations for support for the text.
