Ukraine says it lacked advance warning of Russian strikes on Kyiv

Russia launched 16 ballistic missiles at Kyiv and its surrounding region in several waves overnight on October 19, according to Ukrainian President Volodymyr Zelenskyy.

Ukraine says partners gave no warning before the first wave, which struck at about 11 p.m.; Ukraine’s Air Force said it received information before a later wave around 3 a.m.

The strikes damaged energy facilities, and reports say at least one person was killed and others were injured.

Russia’s attacks on Ukraine have made advance alerts important because they give people time to seek shelter from fast-moving missiles.

U.S. Secretary of State Marco Rubio said he could not confirm what happened, though he cited a software problem with Ukraine’s early-warning system during an earlier attack.

The United States provides intelligence that helps Ukraine track Russian missile launches, and the lack of warnings has raised questions as Kyiv and Washington disagree over support and the war.

Ukraine says it received no warning on several recent occasions, while the U.S. military’s European Command was looking into the strikes.
