Krasnoyarsk waste charges rise sharply for October after tariff change
Residents in Krasnoyarsk saw waste charges jump on October bills after a new tariff took effect on October 1.
The regional operator, ROSTtech, says the regional tariff ministry sets the rates, not the company.
The tariff was revised after a regional court ruling over revenue adjustments from 2021 to 2024 that had not been included in the earlier calculation.
The higher rate applies only for the last three months of 2026, so the October jump does not reflect the full-year increase.
ROSTtech estimates that, for the year as a whole, the charge will rise by 36% in the right-bank zone and 22.3% in the left-bank zone, assuming the same amount of waste.
The company says the increase takes account of higher fuel, parts, taxes and wages, as well as inflation.
The temporary rate is due to apply through the end of 2026.
October waste charges in Krasnoyarsk rose sharply after a tariff change that took effect on 1 October.
Residents reported bills doubling or more, including one household whose charge rose from 304.34 to 576.04 rubles.
The regional tariff ministry set the new rates following a Krasnoyarsk Regional Court ruling.
ROSTтех said the October increase reflects a tariff applied for only the final three months of 2026, not the full year.
The operator put the estimated full-year increase at 22.3% in the left-bank zone and 36% in the right-bank zone.
