Ontario bars three career colleges from OSAP until at least 2030
Ontario has barred three Academy of Learning locations from OSAP for three more years, through the 2029-30 academic year.
OSAP is the province’s publicly funded student assistance program, and the schools had already been blocked from it for 2026-27.
The decision followed inspections that raised concerns about third parties completing coursework and weak student checks, according to allegations in court documents.
The schools say the ministry’s process was unfair and that it relied on information they had not adequately seen; they have also described steps taken to address inspection concerns.
The allegations and findings have not been proven in court, and the schools are challenging the decision.
Separately, Ontario has referred broader concerns about career-college use of OSAP to the Ontario Provincial Police after preliminary findings by auditors KPMG raised serious concerns.
