Russia says garage amnesty will not be extended beyond 2031
Russia will not extend its garage amnesty again after it expires on September 1, 2031, Federation Council Chair Valentina Matviyenko said.
The program lets people in Russia register eligible garages and the land beneath them through a simplified process.
It has been in place since 2021 and covers capital, single-storey garages built before December 30, 2004, with no living space.
The extension gives owners five more years to complete registration, and heirs or people who bought a garage from its original owner can also use the scheme.
Registering property gives owners legal rights to sell, give away or inherit it, while helping authorities keep land records up to date.
Matviyenko said many owners have not used the scheme and called on regional and local authorities to help them understand the required documents.
She also directed senators to check how the law is being applied across the regions.
Russia’s Federation Council speaker, Valentina Matviyenko, said the garage amnesty will not be extended beyond its current end date of 1 September 2031.
The simplified process lets eligible owners register qualifying garages and the land beneath them.
Matviyenko said citizens and local authorities have five years to use the opportunity and urged officials to help people with the paperwork.
The programme has been in effect since 2021 and covers qualifying garages built before 30 December 2004.
Sources give different totals for registrations under the programme: one reports about 249,000 garages and more than 496,000 plots, while another reports 913,000 plots and garages.
