India to introduce GST process reforms from November 1
India will begin rolling out GST process reforms from November 1 after approval by the GST Council.
Small sellers using online marketplaces may register in states where their goods are stored without setting up a physical office in each one, if they meet the stated conditions.
They must have a genuine presence in one state, while registration elsewhere can be obtained with the platform’s consent.
The change could help around 9.5 lakh small sellers reach the national market.
Registration applications will use clearer document requirements and an improved online process, while some refunds will be issued automatically, including 90% of eligible claims on a provisional basis.
The reforms also allow more flexibility for businesses to give discounts after a sale, while keeping safeguards on tax credits.
Changes requiring amendments to GST law are due from April 1, 2027; the November measures will be introduced in phases.

Eligible sellers may use an e-commerce platform’s warehouse as their principal place of business in states where they lack a physical presence.
The reforms include automatic provisional payment of 90 per cent of certain refund claims, subject to system risk assessment.
