India's Supreme Court limits mid-course fee hikes to exceptional cases

India's Supreme Court ruled that colleges can raise professional-course fees after admission only in exceptional cases.

The ruling followed a challenge by students at Dr BC Roy Engineering College in West Bengal.

The court struck down a 37% increase in BTech fees for students in the 2023–27 cohort, along with a new development fee.

The court said students and families need certainty because professional-course fees can be a major expense, often financed with education loans.

Colleges should notify the full course fee before students enrol, the court said, while allowing changes in cases such as an unforeseen rise in expenses.

The ruling calls on regulators to prevent fee uncertainty for students pursuing professional qualifications.
