Brazil plans national system to track court-awarded public debt

Brazil’s National Council of Justice and financial-market operators will develop a national system to track precatórios, court-awarded claims against public bodies.

The agreement was signed in Brasília by the council, B3, Cerc, CIP and Brazil’s notaries’ association.

The planned portal will record who owns each claim and its transfer history, helping authorities follow trades and detect duplicate transactions.

The move follows investigations into Banco Master, which bought some claims at a fraction of their face value and recorded them at much higher values.

The system is intended to make the market more transparent and secure and help courts oversee transactions.

Financial-market operators will check records and preserve transaction histories, while notaries and courts will keep their existing roles.

The agreement runs for 12 months, during which the partners will work on developing the system.
