Brazil's lower house approves higher MEI income limit and debt relief

Brazil's Chamber of Deputies approved changes for individual microentrepreneurs, known as MEIs, by 461 votes to four.

The bill would raise the annual income limit from R$81,000 to R$110,000 in 2027 and R$140,000 in 2028.

It would also let an MEI hire up to two employees, instead of the one allowed under current rules.

The bill proposes full forgiveness of eligible MEI debts registered with the federal government's active debt collection by October 13, 2026.

To qualify, entrepreneurs would have to keep contributions paid for six months after the law takes effect and give up related court cases.

The changes aim to give small businesses more room to earn and operate, while the debt relief is estimated to affect government finances by about R$3 billion over three years.

The bill now goes to the Senate for a vote, and the changes will not take effect unless it passes and is signed into law.
