Russia proposes counting bank account inflows for child benefit claims

Russia’s Labour Ministry has proposed new rules for the unified child benefit, a payment for families with children.

From 1 April 2027, officials would consider money flowing into a family’s bank accounts when deciding whether to grant the benefit.

Total account inflows would be capped at twice annual family income, with transfers between relatives, loans, tax deductions and documented income from property sales excluded.

From 1 January 2027, applicants would also generally need annual earnings of at least 10 minimum wages.

Some people with objective reasons for not earning would be exempt, including pregnant women, parents of children under three and people with disabilities.

The ministry will collect account-turnover data from January to April 2027 for analysis, without using it to decide claims during that period.

The proposed rules are now open for public discussion, and the ministry has not said when that process will end.
