Asian security forum adopts declaration at Baku summit
Leaders from member countries of the Conference on Interaction and Confidence Building Measures in Asia (CICA) met in Baku on October 15 for the forum’s seventh summit.
CICA is a platform for Asian countries to discuss shared concerns and build trust through cooperation.
Their declaration reaffirmed support for multilateral cooperation and the United Nations, amid concern about rising security threats and weakening trust.
It also called for cooperation on digital technology, trade, transport, energy and environmental issues, while noting that new technologies can bring risks and widen digital gaps.
The declaration welcomed Laos as a new CICA member and said Cambodia’s approval of a legal agreement would help strengthen the forum and its secretariat.
It named Sultan Hakiev as secretary-general for 2026 to 2030 and welcomed Azerbaijan as chair from 2026 to 2028.
Azerbaijan will lead the forum during that period, with members encouraged to continue working together on the declaration’s priorities.
