Putin backs protected private investment in Russian hotel construction

At a Delovaya Rossiya meeting, Putin backed private investment in hotel construction in Russia.

He said the money should be protected, possibly through escrow accounts, before it is used to build hotels.

Hotels built with these funds should follow common standards, he said, to protect service quality and the appeal of tourism.

The proposal comes as tourism businesses seek more investment for resorts, amid limited investment budgets and high interest rates.

Putin also discussed limiting sales of apartments in hotel developments, so they are not used as ordinary homes.

One option is to cap the share sold to buyers, with the rest kept for hotel use.

Officials said they would work through the rules, and Putin called for consultation with businesses on which approach is best.

These funds must be protected, and apparently they should then be handled through escrow accounts.

One option is to limit the number of such apartments for sale. Say, five, ten or fifteen percent. And everything else would be only a hotel.
