US midterms could test Trump’s foreign policy, with limits on what Congress can change

Americans vote on November 3 to choose the House of Representatives and about one-third of the Senate, not the president.

The elections will decide which party controls Congress during the final two years of Donald Trump’s term.

Democrats could gain influence over hearings, legislation, spending and appointments, while Republican control would give Trump more support in Congress.

A Democratic win could increase scrutiny of Trump’s foreign policy, including his approach to Ukraine and Russia.

Congress may also try to protect Ukraine aid or limit sudden tariffs, matters that affect Ukraine and US trading partners such as India and European countries.

Trump would still control major foreign policy decisions and could veto legislation, which Congress could override only with a two-thirds majority in both chambers.

Even with Democratic control, outcomes would depend on whether lawmakers can build enough bipartisan support.

The election result will show how much Congress can constrain Trump, but it will not automatically change his policies.
