Dutch regulator fines illegal gambling company €37 million

EOD Code SRL has been fined €37 million by the Dutch Gambling Authority for offering gambling without a licence.

The penalty is the largest the regulator has issued for this kind of violation.

EOD Code, registered in Costa Rica, operates websites including Instantcasino and Skyhills that offer gambling to people in the Netherlands.

The regulator found the company was breaking the rules in 2024 and later identified at least 11 other illegal gambling sites linked to it.

The sites lacked visible age checks and allowed payments with cryptocurrency and anonymous methods, while the fine was based on an estimate of the company’s revenue.

The regulator says it can work with hosting companies and payment providers to block access to illegal gambling sites, though it often finds that foreign operators do not pay their fines.
