Brazilian court restores licences for three betting sites, but they remain offline

A federal appeals judge in Brazil restored permission for three CDA Gaming betting sites to operate: Casa de Apostas, BetSul and Jogo Online.

The company said it paid 30 million reais for licences that were due to run until the end of 2029.

In September, President Luiz Inácio Lula da Silva’s government used a provisional measure to end the licences early and block the sites.

The government said the regulated betting market had not adequately protected public health, consumers, minors or families’ financial stability.

The judge said the government could not change agreements suddenly and called denying compensation a form of confiscation.

The ruling also ordered the sites and financial services restored, but all three were still offline when the story was published.

Brazil’s solicitor general’s office said it would appeal, while the government’s wider measure remains in dispute.
