China launches winter aid for people without stable housing
China’s Ministry of Civil Affairs has launched a winter aid campaign for people without stable housing who may be living on the streets.
The campaign runs until March 15, 2027, with possible extensions in northeastern and northwestern regions.
Local authorities will step up joint patrols around stations, bridges, underground passages and other places where people may shelter, especially at night and before extreme weather.
Cities and towns are also asked to build networks to spot people in need, and may set up temporary aid points.
People who decline shelter must still be offered food, clothing and warm supplies, while seriously ill people are to be taken to hospital for treatment first.
The campaign also covers people facing domestic violence or sudden hardship, with support such as temporary living help, counselling, legal assistance and job advice; authorities will also try to reconnect people without identification to their families.
