Lula wins as right-wing PL enters 2027 with largest congressional benches

Luiz Inácio Lula da Silva won Brazil’s presidential election on Sunday, defeating Flávio Bolsonaro.

But the result does not give Lula a clear path to govern: the right-wing PL will have 121 seats in the lower house and 28 in the Senate from 2027, the largest benches in both chambers.

The PL’s strength means Lula will need to work with a Congress that is more powerful on the right.

Other political groups, including the centrist bloc known as the centrão, are expected to rearrange their alliances after the result.

Congress could take up major proposals in November and December, including a constitutional amendment to end presidential re-election and possible changes to how Supreme Court judges are chosen.

Lula will also face significant economic challenges in 2027, while Flávio Bolsonaro’s campaign promises on land and environmental rules raised concerns about trade and the EU-Mercosur agreement.

Lula’s ability to build support in Congress will shape what his government can do next.
