Representatives from Andhra Pradesh, Telangana, Kerala and Karnataka are expected to join the deliberations.
The council will discuss inter-state disputes, including river-water sharing issues, as well as broader matters of national importance.
After the meeting, Shah is scheduled to visit the ancient shore temple complex in Mamallapuram.
