Crop Insurance Fails Kashmir's Fruit Economy
Farmers in Kashmir, especially those growing apples, are having a hard time because the crop insurance system isn't working well.
The rules say that insurance companies have to bid for all crops in a group, but they can't do this for apples because there's no official way to measure how many apples are grown.
This makes it hard for farmers to get the insurance they need to protect their crops.
Crop insurance in Kashmir has failed due to administrative bottlenecks.
Insurers had to bid for entire crop-cluster combinations, including apples.
Apples posed a problem because there was no ratified yield-assessment module.
Bids kept failing due to the complex bidding process.
Suhail Inamullah, technical officer to the director of agriculture, Kashmir, explained the issues.
