Telangana Cabinet to Decide Local Polls Amid Reservation Hurdles
Leaders in Telangana, India, need to decide when to hold local elections for villages and towns, which have been postponed for a long time.
The main problem is about how many seats in these elections should be set aside for people from certain communities called Backward Classes (BCs).
The government wants to give 42 out of every 100 seats to BCs, but the courts say that the total number of reserved seats cannot be more than 50 out of 100 for all special groups combined.
Because of this rule, the government might have to use an older plan where only 25 out of 100 seats are reserved for BCs.
They are also trying to make sure more people from BC communities get to run for office.
The top leaders will meet soon to make a decision, and they have to tell the court when the elections will happen by a specific date.
Telangana State Cabinet to meet on Monday, November 17, 2025, to decide the schedule for long-pending local body elections.
The High Court has directed the government to announce the election schedule by November 24, 2025.
The government faces legal hurdles in implementing a proposed 42% reservation for Backward Classes (BCs) due to the Supreme Court's 50% overall reservation cap.
A potential solution is to revert to an older reservation framework with 25% for BCs while allocating 42% of party tickets to BC candidates.
Elections for Gram Panchayats, Zilla Parishads, Mandal Parishads, and municipalities have been delayed for periods ranging from 10 to 22 months.

Telangana Government's Proposed Plan
The Telangana government aims to conduct local body elections in December, potentially using an older reservation framework that allocates 25% to BCs, while also attempting to ensure significant representation by allocating 42% of party tickets to BC candidates. This is an effort to navigate legal challenges and fulfill promises made during the election campaign. The government had previously passed legislation and issued ordinances proposing a 42% BC reservation and seeking to lift the 50% overall cap on reservations, but these faced hurdles in obtaining gubernatorial and presidential assent.
Court and Legal Mandates on Reservations
The Telangana High Court has directed the government to announce the schedule for local body elections by November 24. The Supreme Court has upheld the 50% overall cap on reservations for BC, SC, and ST communities. Previous attempts by the government to implement a 42% BC quota, including GO 9, were stayed by the High Court, halting the election process. The courts emphasize adherence to existing reservation caps.
