Delhi High Court Rules on OBC Certificate Cut-off
The Delhi High Court recently made a big decision about job applications for the Central Armed Police Forces (CAPF).
Some people who applied for these jobs were told they couldn't be considered because they didn't submit their OBC (Other Backward Class) certificates on time.
The court said this rule is unfair and that the UPSC (the organization that conducts the exams) should look at the certificates as long as they were issued within the same financial year, even if they were submitted after the cut-off date.
The court wants to make sure that people aren't unfairly left out of jobs they qualify for just because of a strict rule about when they submit their papers.
The Delhi High Court ruled that the cut-off date for submitting OBC-NCL certificates cannot be a disqualifying factor for CAPF recruitment.
The court directed the UPSC to consider the candidature of OBC candidates who were previously rejected due to the certificate cut-off date.
The court emphasized that the cut-off period must be reasonable and not arbitrary, balancing administrative rules with candidates' constitutional rights.
The UPSC argued that cut-off dates are necessary for administrative consistency, while candidates contended that the 20-day window had no rational basis.
The court's decision was based on the principle that the timeframe for submitting certificates should not defeat the purpose of reservations.
