The goal is to have more green spaces and better infrastructure.
The minister also announced a big water project to ensure Guntur has enough water for the next 30 years.
Everyone, including students and local groups, is encouraged to help by planting trees and using less plastic.
The city hopes to become a model for green and clean living in the next few years.
