The video led to protests by the Cockroach Janta Party outside a Delhi police station.
Protesters want Bhardwaj arrested and more serious charges considered.
Police had reportedly promised action within 72 hours.
Bhardwaj says he was surrounded by people and acted to protect himself.
Police said Kumar suffered a simple head injury, and the investigation is continuing.
