Punjab Parties Oppose Centre's Panjab University Restructuring Notification
The main government recently sent out a notice to change how Panjab University is run.
They wanted to make its main council, the Senate, much smaller and get rid of elections for its working group, the Syndicate, instead picking members themselves.
They also wanted to remove a voting group for university graduates.
The Aam Aadmi Party (AAP) and other Punjab parties think this is a bad move.
They met with the Punjab Governor to ask him to stop these changes.
They feel it takes away the university's independence and the democratic way it has been run for a long time.
They also pointed out that Punjab has always had a big say in how the university works.
The government had put a pause on the changes, but the parties want them completely cancelled.
An AAP delegation met the Punjab Governor to demand the withdrawal of a Central Government notification restructuring Panjab University's Senate and Syndicate.
The Centre's notification, dated October 28, proposed reducing the Senate size, abolishing the graduates constituency, and replacing Syndicate elections with nominated members.
Punjab parties argue the Centre lacks the authority to make such changes and that it undermines the university's democratic setup and autonomy.
The Centre had initially put the implementation of the notification on hold via a subsequent order dated November 4.
Opposing parties seek the permanent withdrawal of the notifications and the restoration of the university's democratic governance structure, with consultation for any future changes.

Authority to Restructure University Bodies
Punjab Parties (AAP, Congress, SAD)
Punjab parties argue that the Central Government's notification amending the Panjab University Act, 1947, is an overreach of power, especially after the 1966 reorganization which safeguarded Punjab's primary stake and administrative control. They contend that changes to the university's governance should not be made via notification.
Central Government
The Central Government issued a notification dated October 28, amending the Panjab University Act, 1947, purportedly under existing legal frameworks, to restructure the university's Senate and Syndicate.
Impact on University Governance
Punjab Parties (AAP, Congress, SAD)
Opponents, including the AAP, view the restructuring as an attempt to destroy the democratic set-up of Panjab University, reduce institutional autonomy, and impose complete control. They highlight concerns over the reduction of the Senate size, abolition of the graduates constituency, and the replacement of elected Syndicate members with nominated ones.
Central Government
The Central Government's notification aims to reduce the Senate size from 90 to 31, abolish the graduates constituency, and remove elections for the Syndicate, replacing it with nominated members. A subsequent notification on November 4 deferred the implementation.
Nature of Implementation and Changes
Punjab Parties (AAP, Congress, SAD)
The AAP describes the November 4 deferment as a 'tactical pause' that preserves the Centre's intent to impose its will, calling it 'duplicitous'. They seek a permanent withdrawal of both the October 28 notification and the November 4 deferment, demanding restoration of democratic composition and consultation for future changes.
