Tribal Ministry Clarifies Forest Management Roles in Chhattisgarh
Imagine the forest is like a playground for everyone who lives there.
The government made a rule called the Forest Rights Act, giving the people who live near the forest, called Gram Sabhas, the power to decide how the playground (forest) should be taken care of.
Some people in the government thought they should be in charge, but the main government said no!
It's the Gram Sabhas' job, not the forest department's, to make a plan for the playground.
The forest department is there to help, but the local people make the important decisions.
This is to make sure the people who use and know the forest the best are in charge.
Ministry of Tribal Affairs clarified that Community Forest Resource Management Plans should be prepared by Gram Sabhas.
The clarification was in response to a circular from Chhattisgarh's forest department stating it would manage forest lands.
MoTA recommended Gram Sabhas use an indicative framework to develop their own CFRMPs.
The forest department's role is to facilitate, not manage, the CFRMP process.
Activists raised concerns that the forest department's circular undermines the Forest Rights Act.
