Irdai Releases 2025 Guidelines to Combat Insurance Fraud with New Framework
Imagine a game where people try to cheat to get money from insurance companies.
Insurance companies want to stop these cheats!
So, India's insurance regulator has made new rules for all insurance companies to follow.
These rules help companies catch cheats better, especially new kinds of cheating that happen online.
The rules say companies need special teams and clear plans to fight fraud.
They also want companies to share information about cheats with a central place, like a big list of bad guys.
This is like giving all the players the same playbook to catch the cheaters and make the game fair for everyone.
Irdai has released the Insurance Fraud Monitoring Framework Guidelines 2025 to standardize fraud management across the industry.
The new framework, effective April 1, 2026, replaces the 2013 version and specifically addresses cyber and new-age fraud.
Guidelines mandate insurers to adopt board-approved anti-fraud policies, establish fraud monitoring functions, and report data to the Insurance Information Bureau (IIB).
Five categories of fraud are specified: internal, distribution channel, policyholder/claims, external, and affinity/complex fraud.
Insurers must integrate distributors into their anti-fraud efforts and identify 'red-flag' indicators for proactive risk detection.

Industry Concerns
Current Guidelines
Blacklisting Policyholders
Industry Concerns
Insurers lack the ability to blacklist fraudulent policyholders, allowing repeat offenders to approach other insurers undetected.
Current Guidelines
The guidelines do not explicitly provide a mechanism for blacklisting fraudulent policyholders.
Classification as Financial Fraud
Industry Concerns
Industry desires insurance fraud to be treated as financial fraud, similar to banking defaults, for systematic data collection and deterrents.
Current Guidelines
The current guidelines focus on internal fraud monitoring and reporting mechanisms within the insurance sector.
Inter-institutional Coordination
Industry Concerns
There is a call for coordination among all financial institutions (banks, mutual funds, insurers) to make wrongdoings visible across the ecosystem.
Current Guidelines
The guidelines primarily focus on fraud within the insurance industry and data sharing with the IIB.
