Sebi Proposes New Rules for Registrars and Transfer Agents
Imagine companies need help with their stocks, like keeping track of who owns them.
Right now, some companies do this work, and it's overseen by Sebi.
Sebi wants to change how it watches over these companies.
If a company helps with stocks that are bought and sold publicly, Sebi will keep watching them.
But if they work with stocks that are not public, the government will take over.
Also, all the companies will have a common definition and have systems to prevent cheating, similar to internal checks.
These changes aim to make things safer and clearer for everyone.
Sebi proposes activity-based regulation for Registrars and Transfer Agents (RTAs).
Services for listed companies will be under Sebi's purview; unlisted, under the MCA.
RTAs serving both must establish a Separate Business Unit (SBU) for unlisted services.
Sebi suggests merging RTI and STA into a single 'Registrar & Transfer Agent' category.
New fraud prevention measures, including internal controls, are proposed.
