Thailand Floods Kill 23, Affect 700,000 as Bangkok Struggles
Heavy rain caused serious flooding in Thailand.
At least 23 people died, including four in Bangkok.
About 700,000 people were affected, and thousands moved into shelters.
Some Bangkok streets became deep enough for people to use boats.
Officials helped older people and people with disabilities evacuate or receive supplies.
Flooding also made it hard for people to get to work and disrupted food deliveries.
Suvarnabhumi Airport had delays because many workers could not reach the airport.
Nearby Myanmar and Cambodia also experienced deadly or widespread flooding.
At least 23 people have died in floods across 42 Thai provinces since September 16, including four in Bangkok.
Flooding affected about 329,000 households, or 700,000 people, while nearly 7,000 residents were staying in shelters.
Bangkok declared an emergency across all 50 districts, with eastern neighborhoods among the hardest hit.
Flooding disrupted jobs, food supplies, businesses and baggage operations at Suvarnabhumi Airport.
Heavy rain also killed at least 10 people in Myanmar and affected 44,889 families in Cambodia.
