The leaders of Russia and the United States spoke by phone.
Russia’s government said Vladimir Putin told Donald Trump that Ukraine’s actions had made it harder to restart peace talks.
The Kremlin said Putin had been willing to resume talks after elections in Russia.
It blamed Ukrainian drone attacks for disrupting that possibility.
The report does not include Ukraine’s response to that claim.
The leaders also talked about business and fuel.
Trump said Russia had agreed to supply diesel to the United States and other markets.
Analysts said the amount might not bring prices down very much.
