Supreme Court Stays UGC Equity Regulations
The Supreme Court of India has temporarily stopped new rules made by the University Grants Commission (UGC) that were supposed to prevent caste-based discrimination in colleges and universities.
These rules, which were announced on January 13, 2026, required schools to set up special committees to handle complaints from students who belong to Scheduled Castes (SC), Scheduled Tribes (ST), and Other Backward Classes (OBC).
However, some students and political leaders from the general category, who are not included in these protected groups, protested against the rules.
They argued that the rules could be used to make false complaints against them and that the rules were not fair.
The Supreme Court agreed to look into these concerns and decided to put the new rules on hold until they can be properly reviewed.
The court also said that the old rules from 2012 will continue to be followed for now.
The next hearing on this matter is scheduled for March 19, 2026.
The Supreme Court stayed the UGC's Promotion of Equity in Higher Education Institutions Regulations, 2026, citing concerns over vagueness and potential for misuse.
The regulations mandated higher education institutions to form equity committees to address caste-based discrimination complaints from SC, ST, and OBC students.
Protests erupted across the country, with general category students and BJP leaders arguing that the rules could lead to false complaints and discrimination against them.
The Supreme Court observed that the regulations were 'prima facie vague and capable of misuse' and asked the Union government to redraft them.
The court also noted that the regulations must be revisited by an expert committee involving key jurists.
