TRAI Orders Cheaper Voice-and-SMS-Only Recharges for Mobile Users
India’s telecom regulator wants phone companies to sell plans for calls and text messages without mobile internet data.
These plans must be available for 30 days or less.
They must cost less than similar plans that include data, but the regulator has not said exactly how much cheaper they must be.
At least one plan must renew on the same date each month.
The plans are meant to help people who rarely use mobile data, such as some older people, feature-phone users and second-SIM users.
The regulator says customers should pay for the services they actually use.
Phone companies disagree and say businesses should decide their own prices and plans.
They also warn that data-free plans may be technically difficult, reduce digital adoption or be used for spam and fraud.
Analysts expect some revenue loss but say the plans could retain price-sensitive customers.
The Telecom Regulatory Authority of India requires operators to offer voice-and-SMS-only plans without mobile data, valid for periods of 30 days or less.
Operators must provide an option renewing on the same calendar date each month, with renewal moving to the month’s final day when necessary.
The plans must include an “appropriate reduction in tariff,” although TRAI has not set a specific discount.
The order follows a 2024 mandate that operators mainly implemented through 80–84-day or 336–365-day plans, which TRAI said did not meet short-term needs.
Reliance Jio, Bharti Airtel and Vodafone Idea oppose the measure, citing pricing freedom, technical challenges, digital adoption and possible misuse.

Pricing and regulation
TRAI’s Consumer-Protection Case
TRAI says shorter, cheaper plans fill a market gap and allow subscribers to recharge according to their actual usage and financial capacity.
Operators’ Objections
Reliance Jio, Bharti Airtel and Vodafone Idea argue that tariff design and pricing should remain commercial decisions under regulatory forbearance.
Need for data-free plans
TRAI’s Consumer-Protection Case
TRAI says customers should be able to choose voice and SMS without being required to pay for unused data, particularly low-income, rural, elderly and feature-phone users.
Operators’ Objections
Jio says voice services operate as applications over IP-based 4G and 5G networks, making a fully data-free product technically difficult; Airtel and Vodafone Idea warn that removing data could slow digital adoption.
Short validity and potential misuse
TRAI’s Consumer-Protection Case
TRAI says smaller, more frequent recharges are better suited to some low-income and rural subscribers than longer-duration vouchers.
Operators’ Objections
Operators warn that inexpensive short-validity connections could facilitate spam or fraud because users could discard numbers and obtain new ones.
- Required services
- Plans must include voice calls and SMS but no mobile data.
- Short validity
- Voice-and-SMS-only plans must be offered for validity periods of 30 days or less.
- Monthly renewal
- Operators must offer at least one plan renewable on the same calendar date each month; if that date does not exist, renewal occurs on the month’s final day.
- Price reduction
- Standalone plans must have an “appropriate reduction in tariff” compared with equivalent data-inclusive plans, but no fixed discount was announced.
- Earlier implementation
- After TRAI’s 2024 mandate, operators mainly offered voice-and-SMS plans valid for 80–84 days or 336–365 days.
- Market structure
- Approximately 90% of India’s mobile connections are prepaid.
- Effective timing
- The 2026 regulations reportedly begin 30 days after publication in the Gazette.
