Centre Amends Council Rules for UT LGs During President’s Rule

India changed the rules for a group called the Inter-State Council.

The group includes the prime minister, state chief ministers, some Union Territory representatives, and six Union ministers of Cabinet rank.

The new rules allow certain Union Territory lieutenant governors to attend council meetings during President’s rule.

This applies to Puducherry, Jammu and Kashmir, and Delhi.

President’s rule is used when the normal constitutional government is not working.

The change was made by President Droupadi Murmu.

It updates a rule created in 1990.

The rule also continues to allow a state governor to attend when Article 356 is being used.
