Telangana High Court Slams Colleges Over Withholding Student Certificates
The Telangana High Court is upset because some colleges are keeping students' important certificates as a way to make sure they get paid by the government.
The court said this is not fair because it can make students miss out on good opportunities.
They told the government to make a system where students can easily get help if their certificates are being held.
The court also asked the government to explain what they are doing to stop colleges from doing this and to make sure the money for scholarships is given on time.
Some groups that help students asked the court to make sure all the money that is supposed to be given to students is paid quickly and that everything is done fairly and openly.
The Telangana High Court directed the Minorities Welfare Department to establish a grievance redressal mechanism to help students whose certificates are withheld by colleges.
The court noted that the department had issued a circular warning colleges against withholding certificates but questioned the enforcement mechanism.
The bench remarked that withholding certificates for six months can cost students opportunities that cannot be compensated later.
The PIL filed by ASEEM and SIO Telangana seeks immediate payment of pending scholarships and tuition fee reimbursements, and prohibits colleges from withholding certificates.
The court gave the Finance Department two weeks to respond to the pending sanction of funds and adjourned the case to March 3, 2024.
