PWD Changes Bidding Rules for Infrastructure Projects
Imagine the government wants to build roads.
They ask companies to bid on the project.
Previously, if a company bid way lower than the estimated cost, they were automatically rejected.
Now, the government will consider these low bids, but the company has to promise extra money, called a guarantee, to show they can do the job well.
The lower the bid, the higher the guarantee.
If multiple companies bid the same low price, the government will pick one randomly.
PWD reversed a policy of rejecting bids 20% below estimated costs.
The new policy, effective June 1, 2025, allows lower bids but increases performance guarantees.
Performance guarantee will be 3% of the accepted amount, excluding GST.
Additional guarantees increment for bids more than 10% below the estimate.
Ties will be broken by a draw of lots in the presence of tie bidders.
