State Finances: GST Rate Changes, Revenue Shortfalls, and Deficits
India's state governments are facing revenue challenges.
The growth in money collected by states is lower than planned, while spending is increasing, leading to larger deficits.
Changes to the Goods and Services Tax (GST) rates could impact the amount of money states receive.
If taxes on certain goods and services decrease, people may wait to buy those things, which could affect state revenue.
The government must decide what to do with a surplus in the GST fund.
These decisions will help determine the financial position of states.
Combined state revenue receipts increased by 7.7% during Apr–Jul FY2026, significantly below the budgeted 22.0% growth.
State Own Tax Revenues (SOTR) grew by a modest 4.8%, driven by sub-4% growth in State GST and sales tax.
Revenue expenditure expanded faster than revenue receipts during Apr–Jul FY2026.
The combined revenue deficit of the states nearly doubled to Rs. 727 billion in the same period.
The fiscal deficit rose to Rs. 2.3 trillion during Apr–Jul FY2026.
