Housing Ministry Lags in Urban Scheme Spending
The Housing Ministry has only spent about 28% of its budget for urban development schemes, like the Swachh Bharat Mission and Pradhan Mantri Awas Yojana (Urban), with four months left in the financial year.
The highest spending was on metro projects, but many other schemes have spent less than half of their allocated funds.
Some schemes, like the Urban Challenge Fund, have not started spending at all.
The ministry says spending depends on how states use the money and when new schemes begin.
The Finance Commission's new recommendations for the next financial year might also affect future allocations.
The Ministry has spent only 27.90% of its Rs 92,743 crore budget for urban schemes as of December 2, 2025.
Mass Rapid Transit System projects received the highest expenditure at Rs 14,811 crore, which is 42.55% of its budget.
Key schemes like Swachh Bharat Mission and PMAY-Urban have spent less than a quarter of their allocated funds.
Three schemes, including the Urban Challenge Fund, have not started spending at all.
The ministry attributes low spending to state utilization of funds and the timing of new and closing schemes.
