VOC Port re-tenders outer harbour project under HAM model
The VOC Port Authority in Tuticorin is trying to build a big new harbour area.
They've tried to get private companies to help build it twice before, but not enough companies were interested.
This time, they're using a new way called HAM, where the government pays for 40% of the project and private companies pay for the rest.
This makes it less risky for the companies.
The project will have two big docks and special walls to protect the harbour.
It's going to cost almost ₹10,000 crore, which is a lot more than they thought before.
They hope this new way will get more companies interested in helping build the harbour.
V.O. Chidambaranar Port Authority re-tenders the Outer Harbour Development Project for the third time under the Hybrid Annuity Mode (HAM).
Project cost increased to ₹9,859 crore from the previous ₹7,056 crore.
HAM model involves 40% government funding and 60% private developer funding to balance risk and ensure project sustainability.
The project includes two deep-draft terminals, each with a 1,000-metre quay length and 18-metre draft, and the construction of two breakwaters.
Previous tenders under the Design, Build, Finance, Operate and Transfer basis failed to attract sufficient bidders.
