HC Reprimands HPSC for Overstepping Recruitment Authority
The Punjab and Haryana High Court recently made a big decision about the Haryana Public Service Commission (HPSC).
The court said that the HPSC did something it wasn't supposed to do.
The HPSC rejected a man named Prasoon Sharma for a job because he didn't have enough proof of his past work experience.
But the court said that checking experience proofs is the job of the department that hires people, not the HPSC.
So, the court decided that the HPSC was wrong and canceled its decision.
This means Prasoon Sharma can now be considered for the job again.
The court also said that the HPSC should stick to its own duties and not do things that are meant for other departments.
The Punjab and Haryana High Court ruled that the HPSC exceeded its authority by rejecting a candidate's application based on experience proofs.
The court quashed two HPSC orders that had canceled the candidature of Prasoon Sharma for the post of Manager (Utility) in HSIIDC.
Justice Harpreet Singh Brar delivered the judgment on January 15, 2026.
The court clarified that the HPSC's role is limited to selection and recommendation, not character verification or document validation.
The decision emphasizes that the appointing authority, not the HPSC, is responsible for verifying credentials and experience proofs.
