Sebi Proposes Incentives to Boost Retail Participation in Debt Markets
Imagine a way for companies to borrow money from many people by selling special IOUs called bonds.
Right now, it's hard for companies to offer special deals to people who buy these bonds.
But the rule-makers, Sebi, want more people to buy bonds, especially regular people, women, and older folks.
So, Sebi is thinking about letting companies offer a slightly better deal, like a tiny bit more money back (higher coupon rate) or a small discount when buying the bond.
This would only be for the first people who buy the bonds and would have to be clearly stated before people buy them.
The goal is to make buying bonds more attractive to everyone and help companies sell more of them.
Sebi has proposed allowing debt issuers to offer incentives to specific investor categories like senior citizens, women, armed forces personnel, and retail subscribers.
The incentives can be in the form of a higher coupon rate or a discount to the issue price.
This move aims to encourage greater retail participation in the bond market and revive interest in public debt issuances.
Currently, regulations prohibit offering such indirect incentives in public issues.
Details of any incentives must be disclosed upfront in the offer document and will only apply to original allottees.
