US Expands Intelligence Presence in Cuba Amid Blackout Crisis

The United States has sent more spies and intelligence workers to a Caribbean country called Cuba.

A news report says this could be a step before American soldiers are sent there.

The leader of Cuba, Mr. Miguel Diaz-Canel, is worried and angry about this.

He says the United States wants to take over his country.

He says America is using rules called a blockade to stop Cuba from getting things it needs.

Because Cuba cannot buy enough fuel, its power plants have stopped working.

This means the lights go out across the whole country, sometimes for more than a day.

Cuba had another big blackout on August 3.

Mr. Diaz-Canel says this is unfair and that the United Nations also believes the blockade is wrong.
