The Chief Minister, Rekha Gupta, wants to fix this problem.
There are about 5,000 cases that need to be addressed.
She's creating special groups of experts to look at the cases and figure out how to make them go faster or maybe even stop some of them.
The government will also hire lawyers for the Supreme Court, and new court buildings are being built to help with all the cases.
