China's Tibet Policy Called Empire-Building; Amnesty Condemns Activist Arrest

Tibet is a place in Asia whose spiritual leader is called the Dalai Lama.

The Dalai Lama's nephew, Khedroob Thondup, wrote a report saying China's leaders are trying to make Tibet like the rest of China.

The report says China does this by building new projects, watching people closely, and moving new people in.

It says this kind of forced change is what old empires like Rome used to do, and that even the biggest empires eventually end.

Amnesty International is a big group that works to protect people's rights all over the world.

It said China arrested a man named Zhang Yi while he was visiting a monastery in Tibet.

The man had only shown a picture of the Dalai Lama to a worshipper because he could not talk to them in the same language.

Amnesty says arresting him for that is unfair and that China uses the 'inciting separatism' charge too often.

The same day he was detained, a new Chinese law about ethnic unity came into effect.
