Consumer Court Orders IRCTC, Confirm Ticket to Pay Refund
A man named Chandrakanta Bhuyan booked train tickets that were later cancelled.
He was only partially refunded, so he took the issue to a consumer court.

The companies tried to justify the partial refund by claiming it was for fees, but the court disagreed because the tickets were automatically cancelled.
