West Bengal Assembly Tables Controversial Inter-University Staff Transfer Bill
West Bengal lawmakers introduced a new education bill in the state Assembly.
The bill would let the government move teachers and other university workers from one state university to another.
Workers would keep their years of service, and the government would pay their moving expenses.
Officials say experienced workers could help newer universities improve their teaching, research and administration.
Jhargram and Cooch Behar were mentioned as examples of places with newer universities.
The bill would also move Aliah University under the state Higher Education Department.
Teachers and academics worry that workers could be moved without freely agreeing.
They say this could reduce the independence of universities and disturb important research teams.
The bill was tabled during a one-day special session and is intended to be sent to the governor if passed.
The West Bengal Assembly tabled a 2026 amendment bill allowing transfers of teaching and non-teaching staff between state universities.
The bill adds a provision to Section 14A of the 2017 law and preserves employees’ seniority while requiring the state to pay transfer costs.
The government says experienced staff could strengthen newer universities in places such as Jhargram and Cooch Behar.
The proposal would also place Aliah University under the West Bengal Higher Education Department instead of the Minority Affairs and Madrasah Education Department.
Teachers’ associations and academics warn that compulsory transfers could weaken university autonomy, job security, research stability and academic standards.
